Merge a PDF
Combining files is the simplest job in this index and the one most often done badly - page order, bookmarks and form fields are usually the first things to break.
60 tools here do less than the name of this job suggests, and each one's profile says what it actually does. That sentence is on the profile rather than repeated on every row.
60 options · Sources read 16 October 2026 · We have not merged the same documents in every tool on this page, so the list is not a ranking of output quality. Limits and processing are as the vendors state them.
- What it takes, and what it produces
- In: two or more PDFs. Out: one PDF.
- What limits it
- Set per tool rather than per task, usually on the number of files and the combined size, and the free tier is often the one with a cap. Where a vendor publishes a figure the record carries it.
Merge tools: controls, file handling and cost
These are different ways to do the same job. The order does not indicate quality, and where we have not checked something the row says so rather than guessing.

- Observed by us, or no server anywhere in the path. Of the other 28: 4 upload your file; 18 process some versions on your device and run others on a server; 4 are documented as staying local but have not been tested; 2 run on a server you provide.
60 tools for merging
Ordered by relevance to this job, not by payment. Our overall ranking is in the full index.
-
Our pick 5: A Go library and CLI for validation, encryption and assembly. Local, and honest enough to say its PDF 2.0 validation is basic.
-
Our pick 3: Desktop splitting and merging with no upload, and a policy that states plainly that no PDF content is sent to their servers.
-
Our pick 4: Local Python around qpdf, and the project whose own documentation says programmatic redaction cannot be reliable. That warning is the most useful sentence in this index.
-
Our pick 2: A command-line workhorse under a permissive licence. Local, scriptable, and the engine underneath several other tools here.
-
Our pick 1: Run it yourself and nothing leaves your network. Redaction deletes the matching text without flattening the page - we tested that on our own instance.
-
Our pick 7: Free, open source, no subscription and no bundled software. The reader to install when you want nothing else installed.
- Price FreeLicence Proprietary Microsoft…Your files Uploads - claimed
Choosing between them
- iLovePDF vs Smallpdf The two biggest browser PDF toolkits, both of which upload your files.
- iLovePDF vs PDF24 A paid browser toolkit against a free one, on the fact that matters most.
- What to use instead of iLovePDF
- What to use instead of PDF24
Every listing here is a real product with a real website, checked for whether it is still working. Nothing on this page is paid for and no placement can be bought. Where we have not verified something, the row says so rather than guessing.
Choosing between page order, bookmarks and form fields
-
Page order and what can be rearranged
Every tool can append one file to another. Being able to interleave pages, or drop a range before merging, is what separates them.
-
Whether bookmarks and links survive
Merged documents commonly lose their bookmark tree and their internal links, because the destinations have moved. This is the first thing to break and the least often mentioned.
-
Form fields across files
Two documents with fields of the same name can collide. Some tools rename them and some silently merge them into one field, which changes what the form means.
Check the result
- - Open the result and check the page order, including any page you inserted in the middle.
- - Open the bookmark panel. If the originals had bookmarks, check whether the merged file still does.
- - Click two internal links that worked before the merge.
- - If the source documents had form fields, check they are all still present and separately filled.
Sources and scope
Every fact on this page comes from a vendor's own page. Each profile records the URL we read, the date, and the SHA-256 of the text, so a reader can check the bytes.
