Merge Browse all merge tools

merging, splitting and arranging whole PDF pages with PDF Arranger, where the user manual documents opening one or several PDFs, viewing page thumbnails, reordering by drag and drop, copy and paste, reverse order, swap odd/even pages, moving or copying pages between instances, splitting pages and documents, merging pages or documents, generating and splitting booklets, selecting pages, and saving or exporting the result.

The scope records multi-document page assembly, ordering, split/merge and booklet operations, and makes no claim to edit content inside a page, preserve signatures, OCR, encrypt, redact or convert Office documents

Edit Browse all edit tools

adjusting whole pages and document-level properties with PDF Arranger, where the user manual documents rotating pages in 90-degree steps, deleting and duplicating pages, adding blank pages, cropping white borders and margins, hiding margins, resizing pages in percent or millimetres, adding margins, merging pages to one sheet, pasting pages as overlay or underlay, editing metadata, importing images (image-to-PDF when img2pdf is installed), extracting text or images from a page to the clipboard, exploding page images into separate pages, and saving or exporting the result.

The scope records page-level rotation, cropping, resizing, margin, assembly and metadata operations and the documented literal text/image clipboard extraction and image import, and makes no arbitrary body-text editing, semantic text extraction, OCR, redaction, signing, encryption, generic Office/PDF conversion, repair or hosted-processing claim

No server involved

Desktop application. It reads and writes local files through a graphical window; no server is involved.

Inherent to a locally installed desktop application that reads and writes local files. There is no server component and no account.

What it does

PDF Arranger is a free, GPL-3.0-or-later Python GTK desktop application, based on pikepdf and GTK3, with Poppler/PyGObject and libhandy for the graphical page view. It is not pure Python: pikepdf/libqpdf and the Poppler/GTK stack are native dependencies.

The current public release is 1.14.0, published 23 May 2026; the user manual and setup.py both state 1.14.0. It opens one or several PDFs and shows page thumbnails; users can reorder by drag and drop, copy and paste, reverse or swap pages, move or copy pages between instances, merge and split pages, delete, duplicate, add blank pages, crop borders and margins, resize pages, generate or split booklets, edit metadata, import images (image-to-PDF when img2pdf is available), extract text or images to the clipboard, explode page images into new pages, and save or export the result.

It is a local desktop application: there is no server, account, hosted processing or network API. The two catalog jobs are merge and edit, both page/document-level; it does not edit text or images inside a page, OCR scans, redact, sign, encrypt or convert Office documents.

Best for

Desktop users who want a free, offline, point-and-click way to fix page order and page geometry instead of uploading documents to a cloud converter.

Worth knowing

The current public release is 1.14.0, published 23 May 2026; the user manual and setup.py both state 1.14.0, and there is no newer public release or source tag exposed. The project is GPL-3.0-or-later per AppStream and the setup.py source header, although GitHub's repository metadata reports only GPL-3.0.

It is free and open source with no price, paid edition, free-tier limit or hosted service. It is a Python GTK application with native dependencies: pikepdf >= 6 and libqpdf, GTK3, PyGObject/PyGObject-Cairo, Poppler GLib and libhandy, plus python-dateutil and packaging; image import needs img2pdf.

Do not describe it as pure Python or as running without native libraries. Windows has an official installer, portable ZIP and GitHub Actions nightly builds (nightly downloads require GitHub authentication); the Win32/MSYS2 document is a build-prerequisites guide, not a universal end-user support claim.

Linux/BSD packages, Flatpak and Snap are listed, and macOS runs through Nix or a manual Homebrew/GTK3 setup rather than an official signed package. Everything is page-level: text and images inside a page cannot be edited, and the clipboard text/image extraction is a literal page-object operation, not semantic extraction or OCR.

The manual documented image import is an image-to-PDF operation and is not a generic Office/PDF conversion claim. It has no OCR, redaction, signing, encryption, document repair or hosted processing.

The schema has no desktop/GUI interface value, so interfaces is left empty rather than mislabelling this GUI application as a library, CLI, HTTP or hosted product.

Details, and where each comes from

Vendor statements, our own reading of their pages, and the things nobody has established yet, each answered separately. Where we have not confirmed something it says so rather than guessing, and a row nobody has established is greyed out.

Licence
GPL-3.0-or-later.

GPL-3.0-or-later. The AppStream metadata declares project_license GPL-3.0-or-later; setup.py's source header says GNU GPL version 3 or later; the repository COPYING is the GPL version 3 text; setup.py names Jerome Robert as author and The PDF Arranger team as the AppStream developer.

GitHub's repository metadata reports GPL-3.0 without the or-later suffix, so the source and AppStream wording is preferred for the licence field. There is no paid edition, hosted service or price.

What the redaction verdict rests on

From the vendor's own documentation, read 22 September 2026. Not tested by us.

What that does not establish

The automated absence check flagged this page, and reading it showed the match was the commit message "Sanitize language list in preferences dialog" - incidental, and not a feature. pdfarranger merges, splits, rotates, crops and rearranges pages and does not offer redaction, so the verdict stands on the same negative evidence as the rest of this batch.
